JATIMTIMES - Menindaklanjuti belum maksimalnya penerimaan retribusi sektor pariwisata, Komisi III Dewan perwakilan Rakyat Daerah (DPRD)  Banyuwangi dalam waktu dekat berencana menggelar rapat kerja khusus dengan Dinas Kebudayaan dan Pariwisata (Disbudpar) dan para pelaku wisata.

“Penerimaan retribusi tempat wisata masih sangat jauh dari target yang ditetapkan, hal ini tentu menjadi tanda tanya kami, bagaimana pengelolaan retribusi di tempat pariwisata itu, apakah terjadi kebocoran yang sistematis,“ ujar Ketua Komisi III DPRD Banyuwangi, Febri Prima Sanjaya setelah mengikuti rapat Banggar, di Gedung DPRD Banyuwangi Senin (13/4/2026).

Dia menuturkan berdasarkan  paparan Laporan Keterangan Pertanggungjawaban (LKPJ) Bupati Akhir Tahun Anggaran (TA) 2025, jumlah angka kunjungan wisata ke Kabupaten Banyuwangi menunjukkan peningkatan yang signifikan. 

Tercatat jumlah kunjungan Wisatawan Nusantara meningkat dari 3,28 juta orang di tahun 2024 menjadi 3,50 juta orang pada tahun 2025. Sedangkan untuk Wisatawan Mancanegara tercatat 166,99 orang pada tahun 2025, meningkat dari tahun 2024 yang tercatat 122,90 orang.
 
Namun peningkatan jumlah kunjungan wisatawan tersebut belum sepenuhnya berbanding lurus dengan capaian Pendapatan Asli Daerah (PAD) dari sektor retribusi tempat pariwisata yang hanya terealisasi 31 persen dari target yang ditetapkan.

Kondisi ini menjadi perhatian Komisi III DPRD Banyuwangi saat melakukan pembahasan LKPJ Bupati Banyuwangi Akhir Tahun Anggaran 2025.

“Jika melihat angka kunjungan wisata ke Banyuwangi tahun 2025 sangat luar biasa, namun capaian penerimaan retribusi pariwisata masih jauh dari target yang ditetapkan yang hanya terealisasi sebesar 31 persen,“ imbuh Febri Prima Sanjaya.

Politisi Partai Nasdem tersebut menuturkan, target penerimaan PAD dari retribusi tempat pariwisata tahun 2025 ditetapkan sebesar Rp. 3,4 miliar, namun realisasinya tercatat sebesar Rp. 1,3 miliar.

“Untuk menindaklanjuti hal ini, Komisi III akan melakukan rapat kerja khusus dengan Dinas Kebudayaan dan  Pariwisata dan pengelola destinasi wisata dengan tujuan untuk mengurai persoalan yang menjadi kendala di lapangan,“ tambahnya.

Menurut Febri, sistem e-ticketing pariwisata yang telah diterapkan di Kabupaten Banyuwangi belum termonitor dengan baik.  Padahal system tersebut terintegrasi online dengan Dinas Kebudayaan dan Pariwisata yang memungkinkan pencatatan data pengunjung dan retribusi secara real time.

“Sistem e-ticketing pariwisata ini belum maksimal dan belum termonitor dengan baik hingga saat ini. Kita akan cari tahu apakah sistem ini masih efektif atau tidak, dilain hal pelaksana tugas kepala dinasnya juga baru," pungkas Febri.
